William (Rusty) Blackwell came aboard Halliburton Surveying & Mapping, Inc. in 2020 as a Senior Project Manager. In 2023, Rusty became a partner in HSM, the first in the company’s 10-plus year existence.

With roots in Central Alabama, Rusty moved to Huntsville in 2013 and established a good reputation as a professional who is not afraid to get involved at both a local and state level. From 2017 to 2020, Rusty served as president of the Alabama Society of Professional Land Surveyors. In 2020, he was appointed by Governor Kay Ivey to serve as the Professional Land Surveyor representative to Alabama Underground Damage Prevention Authority.

At HSM, Rusty has added value by championing the implementation of standards and procedures learned at large multi-disciplined firms. Rusty continues to impress by bringing HSM new business opportunities that push it to further innovate technologies and grow personnel.
