MartinFederal Consulting, LLC. (MartinFederal), a Service-Disabled Veteran-Owned Small Business (SDVOSB), focused on providing solutions-based services to the Department of Defense, Department of Energy, Department of Justice, and other federal agencies named John Smith, Jr. as the Director of IT Solutions in November.
Smith has a strong background in the Information Technology (IT) field with 30 plus years of professional IT experience. As a seasoned IT professional, he has management experience in various levels of IT and business management practices, including IT Managed Services Operations, IT Infrastructure Services Management, and IT Security Governance.
Most recently, he was a Senior Consultant for MartinFederal, supporting business development efforts with current and potential Advanced IT contracts. Smith is also a former Vice President and Director at SAIC, where he led the efforts of developing and integrating industry-leading Information Systems ISO standard practices for the management and operations of customers through a solutions set that was trademarked as the Information System Management Center (ISMC). He led major efforts to maintain, market, and deliver SAIC’s ISMC technical services directly to SAIC’s current and future customers. As an SAIC Director, Smith was responsible for the development and leadership activities for multiple staff members, including workforce strategy planning of more than 2,600 IT professionals, across 20 plus job families, supporting over 150 contracts.

Smith truly believes in servant leadership and giving back to the community, which is reflected in his involvement with several organizations. He is a former local elected official, serving on the city of Oak Ridge, TN Board of Education for 16 years. While serving on the board, he held several leadership positions including, Treasurer, Vice Chairman, and Chairman of the Board. During his tenure, he served at the state level as a member of the Tennessee School Board Association, representing East Tennessee, and earned the distinction of a Level 5 Master School Board Member. He was selected as an All-State School Board member and recognized by the National School Board Association as a National Distinguished School Board Member.
Smith is a member of the 1995 class of Leadership Oak Ridge class and the 2007 Class of Leadership Knoxville. He has served multiple terms supporting his local business community as a member of the Oak Ridge Chamber of Commerce Board of Directors.
Smith holds a Bachelor’s degree from the University of Toledo in Toledo, OH.
